Alien Billboard ?

Description

I'm trying to figure out what this thing is.
It's located in the Pinion Hills on the east side of town.

A nearby geocache named for it calls is an "Alien Billboard".
Topop maps refer to it simply as "Radio Tower"

Anybody know what its function is (was) ???
