This particularly nasty specimen is a remnant of the big flood of December 2005. When the water flowed down from the mountains, it brought tons of mud and silt from the Waterfall Fire burn area down into the city. The mud pooled and collected all over town, like here at the Carson Mall parking lot. Snowplows were brought in to push it out of the way and into this pile.
The thing with mud, though, is that it doesn't melt like snow does. So this stuff is going to have to be hauled off sooner or later. Yuck.
